East 185th Street RFP

The Cuyahoga Land Bank, in partnership with the cities of Cleveland and Euclid, has issued a Request for Proposals (RFP) for the East 185th Street Commercial Corridor. This area is home to many local businesses and community institutions, including Villa Angela-St. Joseph High School, Cleveland Clinic Euclid Hospital, and the LaSalle Theater. The site has immediate access to a newly renovated bus stop for the #39 bus, which runs between Willowick and Downtown Cleveland at peak rush hours, and the #37 bus.
Recent improvements to streets, sidewalks, utilities, and public spaces make this corridor an attractive opportunity for new mixed-use development. Additionally, at least ten new market-rate homes are being delivered under phased construction nearby. Reserve Care invested $25 million earlier this year to build a new 50,000 square foot inpatient facility and community center just north of the site. These are just a few of the recent developments within the site’s immediate vicinity that a new project can leverage.
This RFP highlights two developable sites totaling 2.66 acres, all owned by the Cuyahoga Land Bank:
Site 1: City of Cleveland (between Canterbury and Rosecliff Roads) 4 parcels, 1.28 acres
Site 2: City of Euclid (between Naumann and Pasnow Avenues) 5 parcels, 1.38 acres
The partners’ development priorities are as follows:
- A ground floor that includes retail, restaurants, community services, or other uses that contribute to street-level activity;
- Design that complements the scale and character of existing structures on the corridor – blank facades and auto-oriented design are discouraged;
- Proposals that benefit nearby residents, support local businesses, and offer affordable, community-oriented uses; and
- High-quality architecture that contributes to the corridor’s vibrancy.
