TOD Loan Program

The Cuyahoga County Department of Development’s Transit-Oriented Development (TOD) Loan Program is meant to enable real estate projects that strengthen transit-accessible communities, promote economic growth, and advance climate resilience while enhancing Cuyahoga County’s long-term economic vitality.

This loan program offers subordinated long-term, fixed-rate gap financing at below-market rates to address capital shortfalls for projects that align with the County’s integrated development and sustainability goals, including mixed-use, job-creating development projects located near high-frequency public transit. Visit the Cuyahoga County Department of Development’s webpage for more information on application process and timeline, project scoring, loan terms, eligibility requirements, contacts and FAQs.

PARTNERSHIP
Cuyahoga TOD is a partnership between the Cuyahoga County Planning Commission, Greater Cleveland Regional Transit Authority, Port of Cleveland, City of Cleveland, and Cuyahoga County.
