TOD Navigator

The TOD Navigator is an online mapping tool that features approved, in-progress, and completed TOD projects. Project data includes location, progress, and details such as retail square footage, gross square footage, number of units, and number of parking spaces.

The TOD Navigator includes information on developments, infrastructure improvements, planning projects, and zoning changes. Data is based on local input, review of Fiscal Office Delta Track data, and review of planning commission agendas for relevant communities.

Project Criteria

The TOD Navigator includes projects that are located fully or partially within the TOD Buffers and fall under one of the following four types: development, planning, zoning, and infrastructure. The matrix below outlines the criteria for whether projects are included in the Navigator. Projects featured in the Navigator date back to 2019 and are added on an ongoing basis as they are identified.

 

DEVELOPMENTS PLANNING ZONING INFRASTRUCTURE
Definition
  • Transit-oriented construction projects along TOD corridors
  • Example: Intro 
  • Publicly led planning projects for new developments, land uses, or infrastructure
  • Example: Broadway TOD Plan
  • New zoning regulations that support transit-oriented development
  • Example: South Euclid TOD Zoning
  • Major changes or improvements to transit that directly contributes to multi-modal transportation
  • Example: W25th St BRT
Criteria
  • Must conform to TOD principles: close to the street, multiple stories, parking located to side/rear, TOD-friendly use/mixed use, and a front facing building entrance.
  • Must be new construction or significant change of use toward TOD-friendly use, including from long-term vacant to useable buildings (not renovation or reinvestment in same use)
  • Townhome developments must have at least six residential units to be considered
  • Note: Development projects qualify as being in the pipeline when they have approval from the local planning authority
  • Must be a TOD-friendly development plan, TOD area plan, or include TOD-friendly land uses around a TOD corridor
  • Includes plans that address various infrastructure and land use elements 
  • Must be in mixed-use or commercial districts
  • Must conform to TOD principles: close to the street, multiple stories, parking located to side/rear, front door, TOD-friendly use/mixed use, and a front facing building entrance.
  • Must include significant transit infrastructure: dedicated bus lanes, major transit stop or shelter improvements, or track updates.

Updates + Additions

County Planning updates data on the TOD Navigator quarterly through local research, reviews of planning commission agendas, and data coming from the Cuyahoga County Fiscal Office.
