Cuyahoga TOD

TOD is important for addressing sprawl and restoring communities in Cuyahoga County by attracting new investments, expanding access to jobs and amenities, and developing vibrant places to live, work, and visit. Cuyahoga County's historic infrastructure offers many opportunities to incorporate and expand TOD.

Background

The Cuyahoga TOD initiative grew from the 2021 TOD Zoning Study, a four-part effort to better understand local zoning and land use strategies and how they can support more TOD.

This work was led by County Planning and GCRTA, in collaboration with the City of Cleveland and other local communities. Through this process, it became clear that a more coordinated, formal approach was needed to bring groups together, align efforts, and attract TOD.

Partners

Cuyahoga TOD is a long-term commitment among five public agencies to work together and align zoning, land use, transportation, and development strategies. Each agency brings experience and expertise in transit, planning, and development, and their combined expertise helps move TOD efforts forward in a meaningful way. The partners meet quarterly to share updates and stay coordinated.

 

Cuyahoga County Planning Commission

The Cuyahoga County Planning Commission was established in 1989 to provide tools for effective decision-making. County Planning provides policy planning in the areas of land use, zoning, and project planning.

Greater Cleveland Regional Transit Authority

The Greater Cleveland Regional Transit Authority exists to provide safe, reliable, and efficient public transportation that connects people across Cuyahoga County to jobs, services, and community destinations.

City of Cleveland

The City of Cleveland is represented in Cuyahoga TOD through several departments and divisions, including but not limited to the City Planning Commission, Office of the Mayor, and Community Development.

Cuyahoga County

Cuyahoga County is represented in Cuyahoga TOD through several departments and divisions, including but not limited to the Department of Development, Transportation and Mobility, and Integrated Development.

Port of Cleveland

The Port fosters job creation and economic vitality in Greater Cleveland. The Port tackles challenges tied directly to jobs, quality of life, and environmental sustainability through innovative development financing services and selective public investments in critical harbor projects.

Rail Car Replacement Program 

Target Completion:
Summer 2028 

The program replaces 40 heavy railcars and 34 light railcars with 60 common railcars that can operate on both heavy and light rail systems

Metrohealthline BRT

The project advances the engineering and design of infrastructure improvements from the 25Connects study to transform the West 25 Street corridor into Bus Rapid Transit (BRT) corridor

The Midline Business District

Target Completion: Ongoing

Between Downtown and University Circle and stretching from Euclid Avenue to the Opportunity Corridor, the Midline is Cleveland's largest industrial redevelopment initiative, transforming more than 350 acres of long-vacant land into an employment hub anchored by a modular housing manufacturer and an extensive greenway

Warrensville-Van Aken Station Reconstruction

Target Completion:
Fall 2026

The reconstruction project includes a new train station waiting platform, comfort station building, bus waiting areas, and new site amenities such as seating, real time signage, and bike racks

Adopted by East Cleveland: September 2026 

Several zoning updates have been developed to support quality, walkable development along Euclid Avenue and in neighborhoods in the City's southwest area. Zoning updates include residential and commercial overlay districts and design guidelines

Cleveland's form-based code was applied to the Housing Innovation District, which includes the Hough and St. Clair neighborhoods, enabling by-right residential development, eliminating parking minimums, increasing housing flexibility, and reducing uncertainty
