The Development Trends on TOD Corridors series annually tracks all development projects with $1 million in added building value, providing a clear picture of how and where investment is growing, especially across Cuyahoga County’s 22 TOD Corridors.

2026 Edition Key Findings                       

The 2026 Edition of the Development Trends on TOD Corridors shows that new investment in TOD continues to grow in Cuyahoga County. For example, 2025 saw the highest level of TOD investment ($324m) since tracking began in 2019.

This growth reflects a rising interest in creating walkable, mixed-use corridors and neighborhoods. It also points to a sustained demand for housing, retail, and employment options while opening the door for more people to use transit as part of their everyday travel.

Qualifying TOD developments (shown as dark blue circles) are highly concentrated in specific areas of the County. For example, 91% of TOD investment has occurred in the City of Cleveland in the past seven years with the most added building value seen in the following neighborhoods:

  • Downtown
  • University Circle
  • Ohio City
  • Fairfax
  • Hough

Outside of the City of Cleveland, TOD investment has been concentrated in Shaker Heights and Cleveland Heights.

Indicated in teal are additional projects located within the TOD Buffers that do not qualify as TOD.

Report Data 

The 2026 Edition report encompasses data between 2019 and 2025.

Investment data comes from the Cuyahoga County Fiscal Office’s Delta Track, which shows the change in valuation from one year to the next. This report only tracks developments that add at least $1 million in building value over a one-year time period.

 

TOD CRITERIA

TOD projects within this report refer to developments with at least $1 million in added building value, that are located within the TOD buffers, and that meet the following criteria:

  • Multiple stories
  • Close to the street
  • Parking to the rear or side
  • TOD-friendly use or mix of uses
  • Front-facing building entrance
